Why don’t people manage their own lives and keep their pets at home?

Who has neighbors that think you are responsible for their pets? I have one who does not keep her dog at home. The dog comes over and chases my cats out of my yard. Her cat thinks that it should come over here to eat-and chase off my cats. The cat is going to have to be feed at home and the dog is going to have to stay at home or i intend to call the pound. The next time someone comes over and ask have you seen my cat-I am going to tell them if i do i will call animal control. I am beginning to wonder if i should quiet trying to even have a pet of my own and never answer the door again. I would like to send some of these people to the animal pound. Why when there is more people and pets to deal with-doesn’t Cabarrus Counyty-N.C- not do their job & pick up wandering pets
